CID Processes

The process of forming a City Improvement District (CID)

The process of forming a CID is governed by the Gauteng City Improvement Districts Act of 1997. The Act requires certain information to be compiled and submitted in the form of a petition to the City Council. It is a participative process and therefore a number of public meetings must be held.

May:  The first meeting will take place on Thursday 15 May at 18:00 at Craighall Primary School.

Ongoing: draft versions of the business plan        

August: A second meeting will be held in August if needed.

September: By registered mail, all property owners will be sent the summary of the business plan and a voting form.

October: Create levy schedule analysis. Public meeting to declare the area a CID, finalise the business plan and levies.

November: Submit all documentation to the City Council

Subsequently (approx 3-4 months): All property owners notified of the City Council’s final decision by registered mail. Assuming favourable outcome, establishment of a Section 21 company.
