What is Public Space Security?
- Public Space Security is the term given to securing any part of a predefined area such as a suburb, that does not belong to any particular individual. Public Space is defined as belonging to the community as a whole and administered through its representatives in government. It is any space that is open to all members of the public and includes roads, parks etc.
- CSS Tactical is the leader in Residential Public Space Security. CSS Tactical incorporates Proactive Tactical Patrol vehicles manned by highly trained ex-military and ex-police personnel together with 24 hour monitored CCTV cameras in order to identify suspicious activity within the area in order to prevent crime before it takes place. The vehicles continuously patrol the suburb on the lookout for loiterers while the off-site controllers who monitor the CCTV Cameras continuously look for anything that is suspicious on camera. If any suspicious activity is picked up on the cameras, one of the proactive vehicles within the area is immediately dispatched and investigated immediately.
What are the Key Objectives of Public Space Security?

Who initiates and manages Public Space Security within a suburb?
- A suburb’s Residents’ Association initiates this type of security initiative for the community. The Craigpark Residents’ Association [CRA] is a registered non-profit organisation and it will monitor and manage CSS Tactical in the area. A partnership is formed between CSS Tactical and the Residents’ Association and a Service Level Agreement is put in place to ensure that the residents of the suburb are receiving the required level of service.
What is the difference between Public Space Security and Armed Response?
- Public Space Security monitors the Roads and Parks in an area (any open area), while Armed Response is directly related to one’s own house and personal property.(The cost for Public Space Security is totally separate from that of armed response)
What is the solution for Craighall & Craighall Park?
- 4 x Tactical Patrol vehicles, each manned by two qualified armed tactical officers 24/7 – 365 days a year. All the Tactical Officers are PSIRA registered and undergo extensive training on a regular basis, to ensure that they are prepared to deal with any emergency situation.
Each vehicle is equipped with equipment to manage any security threat. - CCTV Cameras strategically positioned throughout the suburb.
- The vehicles and cameras will be phased in based on the number of subscribers that join the Public Space Scheme. At 600 subscribers, the 4 vehicles will be implemented and at 900 residents the Cameras will go live.
How much does it cost?
The Solution for Craighall & Craighall park is:
Ø R385 per month for Public Space Security – Households
Ø R85 per month per unit for Public Space Security – Complexes
- R385 per month for CSS Tactical Armed Response
(CSS Tactical also offers Armed Response at R385 per month - this is optional and it is up to each resident and business to decide whether or not to stay with their current armed response company). If residents opt for the total solution it will cost R770 in total per month.)
What is going to happen to the current Public Space Security Scheme with ADT?
The current CRA scheme with ADT ceases as at 30 September 2008. This does NOT relate to ADT armed response clients. ADT or any other security provider will continue to provide residents with armed response service, if the client chooses to remain with them.
Do I have to change my Armed Response to the company who performs the Public Space Security?
- No, you may only want to opt for the Public Space Security, and keep your current Armed Response provider. Which company you use for armed response is your choice.
How will the CRA monitor the routes taken daily by each vehicle?
- CSS Tactical has advanced tracking devices fitted to each vehicle which are able to monitor and track our vehicles. We are also able to set weigh points throughout the suburb to ensure that every aspect of the area is being patrolled on an ongoing basis within acceptable time periods.
Will CSS Tactical respect and work with other Armed Response Companies?
- Absolutely – the main objective is to eradicate crime, and even though there may be competition between security companies, CSS Tactical will work with any security company on a ground level within the area. We also encourage intelligence sharing with these companies and ourselves as well as constructive collaboration
What are the procedures to follow in the event of an emergency?
- The response time to an emergency (eg a shoot out on a street) will be under 2 minutes, provided that there is no unforeseen circumstance that prevents the Tactical vehicle from arriving on the scene. There are strict Standard Operating Procedures that the Tactical Officers follow in an emergency.
- Depending on the extent of the emergency, backup vehicles from other areas may be deployed.
What steps will be taken by each patrol person to familiarise themselves with residents and vehicles in the area?
- All the Tactical officers deployed in the Suburb as well as the controllers in the control Room will be familiar with the street names and their respective pronunciation. The tactical officers are dedicated to your area and become very familiar with the residents and the domestic employees of the suburb as they are doing patrols within the suburb on a 24/7/365 basis.
- Stickers will also be printed and handed out to contributors of the Public Space Security Scheme.
What are the other Value Add Services that are provided?
- Medical Response
- Meet and Greet Services (initially for CSS Tactical armed response clients)
- Reporting of Streetlights not working, potholes and illegal dumping etc…
Other Services included in the scheme
· Regular patrols (at least one per week, at different times) along the Braamfontein Spruit, from CraigTowne at the beginning of Marlborough Avenue through to the bottom of Waterfall Ave.
How will the CRA manage CSS Tactical to ensure that the service is achieved?
- A SLA (Service Level Agreement) will be signed between CSS Tactical and the Craigpark Residents’ Association
- A monthly meeting between senior management of CSS Tactical and the CRA will take place. This meeting will cover the following:
- report on number and types of incidents (summary to be provided weekly)
- report when equipment (eg cameras) was last tested
- provide details of supervisors’ checks in the area
- alert the CRA of any hazard or potentially dangerous situation timeously
- report back on interaction with SAPS Parkview over the period under review.
- If CSS Tactical does not meet its service level as stated in the SLA, a suitable notice period is incorporated in the agreement and CSS Tactical will retract out of the area.
