Background
Responses to a CRA survey [April 2008] indicated that 87% of the community wanted more effective measures in place to deal with crime. The CRA completed evaluations of several security companies and decided that CSS Tactical offered the best solution, noting that suburbs where CSS Tactical operates (eg Dunkeld) reported a dramatic decrease in crime levels.

The most effective way of doing this is to have our streets and public areas intelligently patrolled, looking out for suspicious activity before a home is targeted. Even better is to have cameras at strategic positions throughout our area since Craighall and Craighall Park have many accessible streets and open spaces that provide easy access to criminals. 

What the PSS scheme offers

CSS Tactical submitted a 'neighbourhood partnership proposal' which offered all the services below once 900 households subscribed; as at February 2012, we are still short of subscribers to implement the full cameras option - so we continue to ask residents to help us reach this goal. A small increase wef March 2012 is providign the impetus to start the installation of some cameras.

Four 24x7 proactive patrol vehicles, each manned by two highly trained personnel able to deal with untoward situations. Their activities and services include:

• looking out for any suspicious activity, or people loitering within the area;
• questioning any person regarded as suspicious;
• looking out for and stopping any persons littering any public space area;
• checking construction sites after hours to ensure there is no one sleeping there without the required permission;
• removing any street vendor who is not authorised by the CRA to be in the area;
• regular river patrols.
• Cameras positioned at strategic points within the suburb, linked directly to the CSS Tactical National Operations Centre (NOC). Vehicles cannot be everywhere at once but cameras can!
• Alert It Facility Residents who are signed up to the scheme will be able to call the NOC 24 hours a day.
• Meet and greet service
• Medical response.

Implementation and costs of the Public Space Security Scheme

The PSS scheme has been a great success and has reduced crime in our area significantly.

Costs for the PSS scheme are:

• Per individual household: R425 per month.
• Per sectional title: R100 per unit. (This rate applies to complexes of four or more units.)
• Business: From R435, depending on the size and nature of the business.

To note:
If residents who subscribe to the PSS scheme also wish to use CSS for their armed response service, CSS will charge that household R385pm for armed response (this is in addition to the R425pm paid to the CRA for PSS). However, if a household decides not to join the PSS scheme but wishes to use CSS for armed response only, the cost will be R485pm.

"With regards to CSS Tactical so far we have been very happy with them.  They are very proactive, take a few minutes to arrive at your gate when the alarm goes off.  When phoning for meet and greet even with a few minutes warning there are 2 cars waiting with huge lights flashing and 2 armed men standing at your gate.  The Dunkeld incidents have been reduced to the absolute minimum."

[Westminster Drive resident] "The one CSS Office named Ben was very helpful and informative as to what we should do when something happens like this and how we should go about a panic or stressful situation as we were all in quite a state and shocked as the burglars got into our property and house without us or the dog hearing and still walked out with T.V., DVD Player and a few smaller items. We were all very grateful that CSS still roamed the area around our property all night which made us all feel safer,  The police only arived about 45minutes after i called..."

[Alexandra Ave resident] "..last evening we had a burst water pipe in our complex at around 1am. CSS were patrolling the area and provided assistance both from a security aspect and contacted Joburg Water. Joburg Water duly arrived and switched off the main council connection which prevented any further flooding."
