What the PSS scheme offers
CSS Tactical submitted a ‘neighbourhood partnership proposal’ which offers - or will offer all the services below once 900 households out o:
Four 24x7 proactive patrol vehicles, each manned by two highly trained personnel able to deal with untoward situations. Their activities and services include:
- looking out for any suspicious activity, or people loitering within the area;
- questioning any person regarded as suspicious;
- looking out for and stopping any persons littering any public space area;
- checking construction sites after hours to ensure there is no one sleeping there without the required permission;
- removing any street vendor who is not authorised by the CRA to be in the area;
- regular river patrols.
- Cameras positioned at strategic points within the suburb, linked directly to the CSS Tactical National Operations Centre (NOC). Vehicles cannot be everywhere at once – but cameras can!
- Alert It Facility – Residents who are signed up to the scheme will be able to call the NOC 24 hours a day.
- Meet and greet service (initially for armed response clients).
- Medical response.

Implementation and costs of the Public Space Security Scheme
A minimum of 600 residents/businesses need to sign up before the scheme can start. To have the full number of cameras 900 sign-ups are needed, ie 60% of the community.
Costs for the PSS scheme are:
- Per individual household: R385 per month.
- Per sectional title: R85 per unit. (This rate applies to complexes of four or more units.)
- Business: From R395, depending on the size and nature of the business.
Important note as at May 2009:
If residents who subscribe to the PSS scheme also wish to use CSS for their armed response service, CSS will charge that household R385pm for armed response (this is in addition to the R385pm paid to the CRA for PSS). However, if a household decides not to join the PSS scheme but wishes to use CSS for armed response only, the cost will be R485pm.

[Westminster Drive resident] "The one CSS Office named Ben was very helpful and informative as to what we should do when something happens like this and how we should go about a panic or stressful situation as we were all in quite a state and shocked as the burglars got into our property and house without us or the dog hearing and still walked out with T.V., DVD Player and a few smaller items. We were all very grateful that CSS still roamed the area around our property all night which made us all feel safer, The police only arived about 45minutes after i called..."

CSS were patrolling the area and provided assistance both from a security aspect and contacted Joburg Water. Joburg Water duly arrived and switched off the main council connection which prevented any further flooding."
