A. SECURITY ISSUES

QUESTION 1
Background: The CRA has actively worked with the Parkview Police Station for many years in the ongoing combat against crime. One of the activities is conducting night patrols. Craighall and Craighall Park residents, using a private vehicle and in pairs, patrol in shifts with two police officers in the car on different nights during a month. We urgently need additional people (preferably of the male species) to volunteer for this service as we wish to expand it. It will require from you use of your private vehicle and commitment to no more than two hours per shift no more than once a month. ONLY the police officers confront persons suspected of suspicious activity.

QUESTION 2
Background: The Craigpark Community Security Scheme was implemented in response to a call by the community to do more to combat the high level of crime being experienced. The Scheme commenced operation in March 2007 with SAS and ADT both involved. It comprises dedicated 24/7 patrol vehicles in the suburbs which operate in conjunction with, and in support of, the existing Armed Response vehicles, provided in terms of security cotracts with individual households and businesses. If the scheme is to continue beyond the initial one-year period, more subscribers are needed.

The CRA contracted with ADT as the main supplier of this service. It is –

  • Open to both ADT and non-ADT clients.
  • ADT clients pay only the difference between the monthly cost for their Armed Response service and R500.00. The difference is paid via an addendum to the current contract.
  • Non-ADT clients pay R182.00 pm. Payment is made via the CRA.
  • In both cases ADT provides patrol vehicles that can be contacted directly by subscribers by means of dedicated cell phone numbers. The phone is held by the driver in the patrol vehicle.
  • This is a useful additional security measure as the patrol vehicle can be called directly to meet you at your gate, alerted to loiterers etc.

B. RECYCLING WASTE

QUESTION 3
The CRA is in discussion with a company that collects waste such as plastic, paper, cardboard, tins and glass for recycling. The company will provide weekly a plastic bag in which the waste must be placed and will collect the bags from the pavement on the same day as the municipal garbage collection is done. There is no need to sort the waste and the service will be provided free of charge. The company does require a substantial number of households to commit to the project for it to be viable for them. The CRA wants to determine the level of interest in the community for the proposed service.

C. MEMBERSHIP OF THE CRA

We have seen membership decline during 2007 despite an increase in activities that are of direct benefit to the community and despite repeated reminders. The annual amount that is requested is kept as low as possible as the number of members has always been considered more important than the money (today’s local government is often a numbers game..). At R220 per annum per household and R50 per annum per sectional title/ cluster unit in any complex the membership fees are very reasonable. For pensioners over the age of 60 there is a 50% discount on these fees. The fee covers a calendar year. Payment of the fee and being resident in either Craighall or Craighall Park is all that is needed to secure membership. There is regular communication via monthly emailed newsletters with everybody who has provided the CRA with an email address, in addition to the distribution of the “Crier” in printed format 3-4 times annually. There is also a web site that has often been complimented for its extensive provision of information. We are therefore anxious to understand why member numbers are where they are.
